Front Derailleur woes

I just swapped out a poorly shifting red FD with a new to me Dura Ace 7800.  I have adjusted and aligned it according to the pdft from the shimano website.  My problem is that it shifts fine on the work stand, but it will not push the chain up to the big ring when I am riding it.  Well, it does shift when I have my climbing wheels in, but not with my regular wheels.  Is it the b adjustment on the RD that is throwing things off?  Why is that?

my first guess would be to make sure it's not hitting the outer limit screw. If that's not it, pull in a little more cable, hopefully with a barrel adjuster. Check the cable routing and make sure it's not catching on anything. Does it shift to the big ring when you are in the smaller cogs? Or not at all?

The pull ratio is a bit different on the 2 derailleurs. For a set amount of cable pull the Shimano doesn't move quite as far. Re-route the cable to the outside (opposite) side of the fixing bolt, it changes the pull ratio just enough to make it work a lot better.
