Spring tension seems to have weakened. The calipers no longer snap back when the lever is released and are actually slack when the brake qr is flipped. I Have tried new 7900 cables but no change. The 7700's do not have the set screw adjuster like the 7800 and 7900 calipers. Any suggestions?

I would not think that the springs weakened but more often than not it is the cable and housing that are gunked up. Did you also change housing along with the cables? Sometimes it is a tortured routing inside a bar or frame with tight housing bends so it takes very little extra friction to cause the problem. There are or used to be small return springs in the levers too. But if it's both brakes, my money is on cable and housing friction. The set screw adjuster is for centering. I don't think it does much for adding or reducing spring tension.

Undo the brake cable and see how the caliper works. Maybe it is time to take the caliper apart as well for a clean and lube?

Have you taken the caliper off and given it a good cleaning? This is in addition to oldfart's rec's.

you can actually disassemble the caliper and clean off the gunk, sometimes there is a bushing/washer that will wear out after many years of service. while you have it apart you will notice that you can adjust it too. sometimes it gets too tight

unless it is bent it can be put back in working order, it will be 1998 all over again
