Didn't Wiggins retire?

Little bit confused here. Didn't the old curmudgeon retire a couple years ago and then focus on the Hour Record? I thought he was then going to focus on the track with an eye on this year's Olympics. That all makes sense and so does him having his own pro team, but he's racing in the Dubai Tour?!

He said he would be doing select road events fi they fit into his training schedule. It is all aerobic training....and high quality miles.

He'll supposedly be at ToC this year too.
