I've got this head cold that has migrated into a mild chest infection. It's been a week so far and the chest thing seems to be cresting. anyone got advice about when it's ok to resume riding (let alone training hard)? i'm wary of going out and making it worse, even if the energy is coming back.

Go, but dress warm including a hat, keep your gears low and drink lots. Pick a route where you can bail if you don't feel up to it. If you feel good after, step it up a little next ride.

If it's a head cold (sinus) ill ride but take it easy. If it is a chest infection I let it run the course before riding. Exercise aggravates chest colds in my experience and can lead to bronchitis and longer recovery. Do some extra weight training rather than rides. If you can't get past not riding make them very, very easy. Once you're over coughing up crud riding is ok.

I tend to follow CK's advice - in the head, I ride, in the chest, I wait until it's run its course.

If the energy level is back up, I always ride, but at pain of the side effects C2K describes.
I can't hold a proper conversation at moment without erupting in coughing (but otherwise feel great); its been that way last couple years and it'll be gone by end of April.

If I'm not feeling great, I'll do some easy spinning on the trainer -- as much for mental health as for fitness. That makes it super easy to bail if I'm feeling worse after 20-minutes.

Also, avoid getting dehydrated. I suggest skipping closed-area exercises like a gym. You are more susceptible to additional illness, and it would be impolite to pass along yours.
I find that exercise helps to clear a stuffed head but aggravates a stuffed chest.
If you are taking any decongestants, be aware of the drug effect - whether it's drowsiness, delayed reaction, or jumpiness.
feel better soon.
