I'd venture to guess they sell them off, that is usual situation. People typically don't go about stealing bikes opportunistically for personal use. Certainly with increased bike demand and shortage of stock in stores I could see bike theft having become more lucrative.

The used bike market is booming...with no new bikes available, people are paying a decent penny for whatever they can find. Thieves love an opportunity to make a buck.
