Yup, with enough EPO and other boosters, athletes will be able to maintain flat ground speeds and heart rates up climbs like the Alpe d'Huez.  When that is accomplished, yes the playing field will have been leveled!

I remember watching footage of LA going up that climb when he was hitting the corners so fast it looked like he'd be close to hitting a pedal.  When they have to coast, they will have indeed leveled that playing field!  Until then, there is clearly work to be done.
