I'm not new to the bike, but I'm new to being a dad. 

I haven't raced in 2 years and haven't forgot about how great it felt to be competing on 2 wheels!  I wouldn't mind jumping into a cross race, but I don't want to suck ass. 

What kind of advice do others have about developing new training routines while still upholding home responsibilies?

You just need to be more structured with your training since your time is limited. I wouldn't worry too much about what anyone else thinks, the only thing that really matters is that you're enjoying riding/racing your bike. There are a lot of pick-up cross practices (at least in my area) once the fall comes, you should look for a group to get together with and iron out your 'cross skills.
