Advocating for laws against providing PEDs but not for the athletes using them; leaving the penalty for use to organizations like WADA.   (This would leave the possibility of prosecuting a user like the one-who-shall-not-be-named as he stored the team's supply in his freezer and had final say on hiring and firing, often based on their willingness to stay on the PED path.)
